Local Economic Development is a process of securing a greater local control over business enterprise, labour, capital and other resources. Local Economic Development strategy is based on the concept that economic activity can be used to improve the quality of life for all members of the community. 

Therefore, this qualification has been designed to provide the qualifying learner with the competencies needed to undertake a range of local economic development processes with the strategic intent to mobilise local skills and resources around the tackling of development challenges within a municipality. 

Qualifying learners will be able to:

  • Develop local economic development policy and strategy and an implementation plan in accordance with international trends in economic development and national and provincial strategies and policies. 
  • Control the operational and capital budgets of an LED Unit. 
  • Initiate appropriate strategic partnerships to contribute to achieving the economic objectives of the Integrated Development Plan (IDP). 
  • Mobilise the necessary resources to give effect to the local economic development strategy. 
  • Co-ordinate and manage all aspects of a local economic development programme, including monitoring and evaluation.
  • Certificate in Local Economic Development NQF Level 5. 
  • A Qualification at NQF Level 5 in Financial Management and/or Economics and preferably have experience of the local government sector.
  • Both learners in formal education and learners already employed in the local economic development area.
  • LED Practioners, Middle managers at a municipal level.
  • Go into the Job market in their area of specialization.
  • Gain promotion in local government.
